To Valery Levaneuski it is given up in registration

On January, 30th, 2003 Grodno it is given up in registration to Valery Levaneuski as the candidate in city and regional Councils of deputies.

Valery Levaneuski was put forward by petition.

It is given up to Valery in both cases to formal and far-fetched signs: in the declaration on incomes in columns, in whom Valery had no incomes (credits, etc.) it is not necessary the word “is not present” the loan. In these columns it is written simply nothing (columns are left empty) What difference to the voter as Valery has specified in the declaration absence of incomes under loans – the passed line or a word “no”.

Instructions on filling of the given declarations do not exist. At the reference in tax bodies behind explanations, tax bodies answer, that it is forbidden to them to make explanations under the given declarations. Tax bodies assert that explanations should give the selective commissions. The selective commissions assert, that they do not understand it and it is necessary to address in tax bodies. The circle has become isolated.

One more interesting detail consists that the selective commissions sat concerning Valery’s registration by the candidate only 30.01.2003. Lydia Yermoshin, the chairman of the Central commission of Belarus at elections and carrying out of republican referenda, already 29.01.2003 has informed on results on promotion of candidates. Local Grodno newspapers on Thursday 30.01.2003 since the morning have already informed readers, on what definitive quantity of candidates is registered (Militia bulletin №5 (316) from 30.01.2003 etc.). Though the commissions on consideration of the given question did not sit yet! For example, the district selective commission considered a question on Valery Levaneuski only in second half of day 30.01.2003. If to consider, that newspapers in circulation surrender one day prior to an exit follows, that results of voting of the selective commissions were known to L.Ermoshinoj and newspapers for a day (29.01.2003) before session of these commissions.

Here is such election. As many members of the selective commissions they vote as to them order have explained to me. In general, the selective commissions in Belarus is a screen for giving of legality of will of the official from an executive power which solves whom to register the candidate and who is not present. The opinion of the voters who have given the signatures for the applicant in candidates, anybody from them does not interest. As chairmen of the selective commissions speak: «We people small, that to us will tell that we and we do».
